Having a hard time figuring this one out. When I have the windshield wipers on and the jeep stopped, they operate normally. When I put the Jeep into drive and slowly start to roll, they weaken and eventually stop working. They will not work with the head lights on either. The panel light seems to pulse as the wheel turns. After about 10-15 minutes of driving, they start to work. My instument panel lights, temp gauge also goes wacky the same time the wipers stop working. The only thing that I have noticed that might remotely be the cause, is one of the brake calipers rubbing on the inside of the rim, but only on one certain area. (whenever the caliper touches the wheel, it pulses?)

I promise I dont do drugs with any great frequency and Im definately not crazy, but I cannot find any loose wire or any blown fuses.

Anyone had any kind of problem like this?

unless it is a high output alternator it will not charge yellow tops. You may want to check that out
