For a while now my TJ has had a slow drain on the battery and I finally a sick of jump starting to get going.

I have narrowed it down to the IOD fuse (Ignition Off Draw) which tells me that something is drawing power when the ignition is off. (sure am glad I found that one out)

I have disconnected my radio and my dash from their power sources but am still getting a 250+ mA draw through the IOD fuse.

Are their any ideas about what else might be drawing this current? I have been working on this for several hours now and have become frustrated that I cannot find what is drawing the power. What else uses power from the IOD that I am not thinking of? Thanks in advance for your help.

how does your wiring look? I mean, is there any chance that you have a broken wire shorting to ground, or corrosion somewhere? My 1988 van has a slow draw like you are talking about that happened because of corrosion on the firewall plug. TJ's don't have this kind of plug but there are many connections that can get dirty/corroded.
