I am getting ready to order the JKS sway bar disconnects for my '04 Rubicon. In doing so and looking into various how-to's for disconnects, Bumpers and winches, etc, I stumbled across this article. The caption under the 5th picture down, refers to "The electronic-controlled sway bar release motor"

Is this something I actually have on an '04? If so, how is it activated? If I have the ability to release the sway bar, I could sure use that money elsewhere on my Jeep.

Nope, you don't have it. It's available on the JK rubicon

If you want something similar to the JK setup, check out Off Road Only SwayLOC

those look pretty sweet, but I already ordered the JKS disconnects. The SwayLOC's are pretty expensive and I still want a Bumper and winch

That SwayLOC is very nice. I have been using the disconnects that came with my Skyjacker lift for about 6 years now and since they did the job just fine, I didn't mind the few minutes it takes to connect or disconnect. However, my SwayLOC just came UPS so I think they'll be going away.
I'm sure you'll be just fine with the JKS until you decide it's time to spend some more money. Remember, JEEP, Just Empty Every Pocket.

lol I am not afraid to crawl under the thing when it's dirty.

I have another passion which it motorcycles, sportbikes to be exact. I know first hand what it's like to pour money at something. What I have learned, though, is that no matter how much money you toss at something, there will be some bozo come along with no pocketbook, but will have a bucket full of natural talent and he will hand you your tail at every corner.

If my gear ever hold me back from something I enjoy, I will upgrade. from what I have learned, with a few minor exceptions, a Rubicon is sweet out of the box.

1) disconnects
2) recovery winch
3) hitch, so I can tow my bikes to the track, and camping gear so I can sleep comfortably there.

after that, I am golden.
