I know its not the best thing in the world but I have one of the $90 12-ton hydro set-ups, and it works great as long as you are using heavy wall tubing. if you go too thin it will kink the bend everytime. I built these fenders out of 3/4 inch sch 80, and it worked great. I also built the side steps that you see, and the front bumper using the same bender.

Since you all realize I'm an old foggy, the dates won't need to be rehashed.... Way back in my illspent youth, I was a genuine Boy Scout. We were all poor (at least by todays financial standards.) We wanted/needed back pack frames so we decided to make our own out of aluminum tubing someone had donated. After the first few bends resulted in kinks, one of the local American Legionaires stepped in and showed us a trick he'd used in the service. He filled the tubing he wanted to bend with soft sand. That prevented the tubing from kinking or cracking except in the worst situations. While expert benders just scoff at that kind of thing, amateurs can benefit from it. Recently a friend tried to make a piece for his roll cage and split the first few pieces. He found some plastic pellets and we filled it up, taping the ends to hold it in. The rest of the bends were trouble free. The filler seems to give some degree of support to the inside of the tubing. Try it, you'll like it.
